Comment:

 Well, tabs have been in the designs from the beginning.  However, Walter
 and others feel that tabs in the browser are both confusing (since the
 semantic difference between the tabs and the shared links isn't
 necessarily clear) and take up yet more vertical space we don't have.
 These are both valid concerns, and so we gave up tabs in favor of the
 shared links.

 It may be possible to overload the shared links so that they behave like
 bookmarks to people who haven't been to the page yet, but behave like tabs
 (eg. saving state like scroll position, form fields, etc.) once they've
 been "activated."  This middle ground could let them function in both ways
 depending on the context of use. I'll keep this ticket open for
 implementing this behavior.

 On the other hand, the particular issue of what to do with popups should
 be left entirely to #2910.
