Comment:

 This is a "duplicate" of #3784, which provides a solution to the same
 problem.  I won't close it, though, as I fear the other ticket will
 probably be pushed out to 1.1.  We do need something in the meantime.
 Jim, feel free to assign this to implementation if the other ticket is
 pushed out.

 Whoever takes this ticket should refer to #3784 to understand the true
 design and the events which this applies to.
