 This seems like a long term goal.  Obviously, from a user experience
 perspective, the quicker the boot (or the perceived boot time) the better.
 It seems that those on the low-level end should do their best to speed
 things up, and perhaps look into reordering things in the future, but
 likely not by FRS.
