 We definitely need support for:

  - elliptical (circular with shift key)
  - freeform (should work exactly as freeform polygon tool, see #3697)

 We can hold off on support for smart selection, although this really
 amounts to creating a selection based on a flood just like the paint
 bucket uses, so it might be possible to reuse the code that determines
 that area.
