 As a polygon is a shape, this should be in the shapes toolbar.  The
 original design actually called for a tool that could be used to create
 both polygons and freeform (curved) shapes.  If we don't go that route, we
 should have a tool for each in the Shapes toolbar, separated from the
 standard shapes by a divider.
