 The problem seems to be that there is no space on the screen to display
 the secondary pallete if it has more than 17 webpage entries.
 This can occur more often than you think, like when you continue saved
 browse sessions.

 Whenever the pallete is "called" for, there's an entry placed on Browse's
 log:
 Error - root - cannot update the pallete position
