 Is olpc going to be the final arbiter of when kernels can be updated?  If
 not, we need a way for olpc can this responsibility be shared (e.g., with
 countries).

 Captured from a passing discussion about how much leeway local groups have
 in what OS, kernels, & activities they put on machines.
