Right now, icons have binary state in the Neighborhood view: present or
not. This creates a rather harsh view, as icons blink on and off, and
occasionally move around when doing so without reason.
Taking into account the uncertainties in the network topology, we need to
lessen this effect by rendering XOs that seem to have dropped off as white
outlines, retaining their position. If they return to the network within
some interval of time, their XO will simply re-color in place. If not, the
white outline will disappear completely until they return, at which point
position is again arbitrary (unless they are in a group, of course).
Note that we could define a threshold for signal strength below which we
render them this way, but before they actually drop off, but I highly
doubt we have such info.
