Comment:

 Why are we assigning this to me?  I'm just implementing the policy.
 /home/olpc is owned by the user.  It is not touched by upgrades.  If we
 want different behavior, than activities and or the library should live in
 a different place.

 See also trac #3459, which I am also not accepting as my bug.  I don't set
 sugar or library policy, nor do I coordinate developers of sugar or the
 library.
