Comment:

 This is the same as (or in conflict with) #2041, which is currently
 assigned to Eben to figure out. (The problem with just making the menu
 always start at the top of the list is that it's supposed to always have
 the currently-selected item under the cursor when you pop it up, so that
 if you just press, and then release, the selection doesn't change. Having
 it always start out scrolled to the top of the list would break that.) But
 anyway, please add your comments to #2041 for Eben to consider and roll in
 to his eventual solution.
