 I actually use alt+0 to get the developer console, so I would recommend
 that be used instead, to acommodate international keyboards.
 Also, I think this is a place where OLPC could do the right thing, and
 make truly international shortcuts, even if it breaks with tradition.
 Maybe eben and pentagram have ideas on using fn, shift and ctrl keys for
 these cases?
