The whole point of this file is to improve timekeeping ability
by making a record of clock deviations persist across boot.
When you prevent this file from changing, you're asserting that
the motherboard's clock chip is perfect.
It also shouldn't be taking up RAM, which it currently does if I
understand rwtab correctly. (looks like it resides in tmpfs)
