 Set up TSM backups on pedal (all containers) -- mysql dump, trac hotbackup
 (from cron in containers) -- run db-specific hot backup from wuithing
 containe, and then ack up that data from host context.

 Also do backup of crank when in down state right before transition to
 pedal.
