 Deleting all the stuff in the Backup directory on the USB stick,
 downgrading, and then upgrading worked fine. There was probably just left
 over problems from the wiping of the NAND that needed to be gotten rid of.
 (I believe that when I downloaded the new image, it got corrupted
 somehow.) I downloaded it again before doing the upgrade again. The
 possible problem this presents is that trying to upgrade with a corrupt
 image file led to having to wiping of the NAND and the loss of all backup
 files. Perhaps there needs to be a way to check that the files are fine
 before going ahead with the upgrade.
