#3412: the frame is allways visible on the Home view, if you switch to it using
F3, but not if you use the top frame Home icon

 Hi, I spotted this on sugar-jhbuild.
  1. Switch away from the Home view
  2. Now switch to the Home view, using F3 (Home key) = The Frame is
 allways visible, and alt+F doesn't hide it
  3. Switch to another view, now go to the Home view again, but by clicking
 on the Home view icon on the top edge of the frame = The frame hides now
 hides itself, and alt+F toggles its appearance

 I don't know which should be the proper behaviour, but it should be
 consistent with both ways to go to the home view.
