Comment:

 This is happening because of a style bug in radiotoolbuttons (which hold
 the clippings), forcing the toolbar to expand to accommodate it.  Since
 this breaks the behavior of the frame by keeping the left edge permanently
 overlapping the view and/or activity, I think this is high priority.
