 The presence service supports changing activities between invite-only and
 public, but the Sugar UI doesn't support this. For people in an invite-
 only activity, the scope selector in the Activity toolbar misleadingly
 shows "Neighborhood" and is disabled.

 Applying something resembling scope-change-support.diff (attached to
 #3364, I'll copy it to this bug) is necessary but not sufficient.
