 see #3153, now assigned to J5.   A minimal library is at
 http://dev.laptop.org/pub/content/Library-latest.tar.gz

 In the future, Browse probably does want to ship a default 2k index page,
 which it loads if it can't find anything else (better than a 404.  We
 probably also want to ship a child-friendly set of error messages for
 404's, et al).
