 Rather than worrying about locale, you could do as Apple does for a crash:
 show the message in several popular languages.

 You can use an image, eliminating the need for Pango in the firmware.

 I suggest picking languages that teachers might know, perhaps as a second
 language. Common second languages: English, Spanish, Arabic. Maybe include
 French too.
