 See #3291, but I'm filing this separately because the improvements in
 #3291 fix buddy-left in Gabble without making *this* bug any worse.

 (a1 is the initiator, a2 is not)

 1. (a1 shares activity) works

 2. (a2 joins) after a2 joins, they no longer think a1 has a current
 activity

 3. (non-init leaves) a1 doesn't think they left (#3294, can't fix for
 Trial 3)

 4. (non-init rejoins) a2 still doesn't think a1 has a current activity

 5. (init leaves) a2 doesn't see them leave (#3294 again)

 6. (init rejoins) a1 no longer thinks a2 has a current activity
