Comment(by smcv):

 The problem with (3) and (5) on *Gabble* is that you can't call
 GetHandleOwners() on a channel-specific handle that has just disappeared.
 It's almost like channel-specific handles were somehow weird.

 I'll fix this tomorrow by having activities cache handle ownership
 mappings so they can respond to people leaving correctly.
