Comment:

 Repurposing and retitling.

 I've implemented the activation part of the GUI, and #1543 is the meta bug
 for the rest of the boot process.  I don't yet have an icon (different
 from the "locked" icon) to indicate that the laptop has been reported
 stolen, as opposed to a simple activation failure.

 Reassigning to Eben for the icon; reassign to cscott once the icon is
 attached.
