 If an activity is shared via Salut (because the server is unreachable) and
 someone leaves that activity, all other participants  will believe they're
 still in the activity. This is a known flaw in the reliable-multicast
 protocol used in the current version of Salut, which can't realistically
 be fixed for Trial-3.

 It would be possible to work around this bug in Presence Service, sort of
 - if we implicitly trust people when they claim not to be in an activity
 any more, then we can remove them from the activity in PS. This allows
 them to eavesdrop freely without the UI showing that they're there, of
 course.

 I recently reverted code which did this, because it appeared to cause
 problems in Gabble; if we reinstate this nasty workaround, it should be
 restricted to Salut connections only. Please file a bug against Presence
 Service, referencing this one, if you believe this is necessary.

 Please do not reassign this bug to presence-service - even if we work
 around it in PS, I want to keep track of the underlying Salut bug.
