 mburns/mstone:  Is there a minimum build before which I shouldn't expect
 Rainbow to activate, and shouldn't mark a failure to activate as a failure
 in Rainbow?

 If I touch the file and all of the activities run, is there a way I can
 tell whether Rainbow actually did anything?  It seems that the symptoms
 for a Rainbow failure are identical to the symptoms for success, barring
 it making activity launch fail; it making activity launch fail probably
 isn't the only failure mode we're interested in, though?
