 Reopening for discussion.

 So this case is tricky. It seem like in the case of mismatched mime type,
 we could actually be smarter. Once the file is downloaded we have three
 possible sources to determine the type:

 1. Web server advertised
 2. Data sniff
 3. Extension

 I tend to think the priority order should 2, 1, 3. Thoughts?
