 A simple solution here is to preserve existing libraries (and let people
 download a new one explicitly if they want to preserve it).

 Right now the recommended place to edit this is inside /home/olpc/Library,
 so that should be preserved across updates.  In the future, if the
 location changes, any editable area for custom library images -- including
 the one that loads by default when Browse is launched -- should likewise
 be preserved.   (Browse itself probably wants to include a default index
 page, in a canonical place, which is set as the default homepage if
 something like /home/olpc/Library/index.html doesn't exist.)
