Comment:

 From testing in jhbuild this seems to be a Presence Service or Sugar bug.
 Gabble works fine with non-ASCII, but we never manage to fully connect to
 it because of a failure to write out the profile when we amend it to have
 "registered = True".

 Either sugar.profile needs to be Unicode-safe, or everything that uses it
 needs to encode values in a known encoding before writing them out. It's
 hard to decide between the two because nobody really knows what the Sugar
 API is.

 This worked last time I tried it, so I suspect someone has made a change
 in sugar.profile that broke it.
