 My work from last weekend is now integrated and running. ChangeLogs, as
 described at [http://wiki.laptop.org/go/Build_system#ChangeLog_Format] are
 now mandatory.

 The two remaining pieces of this bug consist of making similar changes to
 the koji "tag" command and of writing a build-diff tool that will figure
 out what actually changed between two builds (instead of merely figuring
 out what might have changed between the builds in the build drawn from the
 public_rpms dropboxes).
