Comment:

 We now pull .xo files that have ChangeLog entries describing them from the
 public_rpms/<build> dropboxes into the repository we're assembling. I
 *think* these .xo files will be correctly included in the build but I
 can't tell for certain until I see a build get past missing RPM
 dependencies caused by people who didn't write their ChangeLogs.
