It isn't a button, which could be confusing, and the icon would be the
same as that on the large record button anyway. I think that the
recording interface should indicate the mode clearly enough that such a
label in the toolbar is unnecessary.
The interface makes it clear which mode you are in (as does the selected
tab), but the icon balances the layout.

We do capture the first frame of video when we make an audio file (and
display that frame, sort of like a one slide slide show). We can use that
image in the thumbnail.
