Comment:

 I'm reassigning to mstone.  We've got a defacto decision (we can sign an
 image to allow it to be used to reflash) and we can decide on a case-by-
 case basis whether we want to do this for a specific build or builds.

 I personally don't think further work on this is a *blocker*, although
 specific questions (should we sign a specific FRS bug) might well be.
