 I have a working recipe now that essentially eliminates the udev startup
 time.  It uses a combination of the "tar" technique described in the
 previous comment, plus starting udev with a filtered trigger list, plug
 careful backgrounding of the settling time wait.  The faster version of
 start_udev is attached.
