 When the machine wakes up, it may be for something we don't care about
 (for example, a 1% battery change).  OHM should be able to decide whether
 or not we should immediately go back to sleep based upon the type of
 wakeup (rather than waiting for some sort of inactivity timeout, wasting
 power).  In order to do that, the kernel needs to export the wackup event
 via sysfs.  This is blocking #3504 and others..
