 When the cursor moves into the palette for an activity, the Frame retracts
 as though the palette weren't there at all.  The Frame remains visible for
 palettes on the other 3 edges, just not the activities.

 This isn't a huge problem yet, but will be shortly when we add actions to
 the secondary for activities.  Perhaps this has something to do with the
 tray control.  (But the people edge should use the same paging tray
 control as well...)
