 Ultimately, we need real functional tests for each activity.

 pybots.org has been cited as an excellent example of how the work of
 developing and running these tests can be shared among a community while
 still providing rapid feedback to both the test developers and to the
 upstream software authors.

 In the meantime, however, can proceed on an activity-by-activity basis by
 integrating such tests, as they are produced, into tinderbox. See #4262
 for an example of this procedure.
