 mako informed mstone that he was unsure if the current theft-deterrence
 design was compatible with our GPL obligations.

 mstone followed up with Robert, Walter, and neuralis and learned that OLPC
 had not actually received a letter from the FSF describing the FSF's final
 determination of OLPC's status in this area.

 What conditions are sufficient to close this bug?
