 See trac #4271 for "easy way to get developer key", which is not a legal
 requirement, but is a moral requirement for those of us who love freedom.
 This bug here will be closed shortly as soon as I've set up the server to
 satisfy the legal requirement.  The other bug should still be targetted at
 FRS.
