 Trac bug #4196 covers the basic legal requirements for developer keys --
 that if you snail mail a written request to some official address, that we
 are able to create a developer key for you and snail-mail it back.

 This bug covers what we *should* do, because we are happy freedom-loving
 people.  That is, there should be a fairly-prominent link on the XO's
 "home page" that links to a "developer key request" page that makes
 requesting, and later installing, a developer key one-click (and wait a
 week) simple.
