 The popup menu palette for the top-most buddy on the right edge of the
 frame is positioned correctly. The menu for the second one below, however,
 appears as if it was positioned for the third buddy, and it appears to
 open behind the frame instead of in front, the second buddy icon does not
 get a black background.

 (tested with hellomesh, may or may not be related to #4238 which occurred
 at the same time)
