 while in the dev console, you can still bring up the frame, even though
 itdoesnt appear by default (it is behind the conole).  mousing overthe
 bottom frame region can then giveyou rollover text, when it should not .

 I once managed to getthe two sides of the frame to remain above the
 devconsole (the top and bottom bars,including the corners, did not show
 up).  they would not after that go away until I closed and reopened the
 console. could not reproduce.
