 After switching language, balloon help for openning morph is still shown
 in the language at the time the morph was created.
 That should respond to language switching.

 This feature will be usefull for reusing contents including book or tool-
 like widget (All Scripts Tool or World Telescope for examples) for
 languages other than original.
