Comment(by cscott):

 "Most discoverable" to "least discoverable" would be a good start at a
 definition. I purposely left the terms vague in the summary, because I
 think the ordering should really be based on a good story, and I don't
 know exactly what story is best. But here's a suggested story:

 "As you explore your XO, start with the left-hand activities. They're for
 beginning users or younger kids. The right-hand activities are serious
 content-creation activities, for use when you've got at least an hour to
 devote to creating something you can be proud of."

 We need to provide some way of showing that, although the various Tam Tams
 are all "sound making activities", some are more rewarding if you want to
 make sound *now*, while the others will let you spend a week crafting a
 symphony. Similarly for Turtle Art, Pippy, Develop, and eToys.
