 Related to #4113, but more limited.

 I understand that having all edges of the screen is 'annoying' for most
 applications, but it is useful in the home screen, where there isn't
 anything else which the frame would be blocking.

 At the very least, you should be able to mouse straight down to get to
 your activities list, since that's what you're going to be doing almost
 all of the time on the home screen.  I don't see what the point of hiding
 the frame on the home screen is.
