#4128: Remove indexed I/O from kernel

I can't resolve ticket 1193 until the kernel stops using EC indexed I/O.
The only place I know of it being used is in olpc.c : olpc_power_off()
I have given Andres a patch to eliminate that indexed I/O in favor of a
better procedure involving the CPU power management registers.
