Comment:

 This bug has gotten stale and nobody has seen it for a long time, so I'm
 closing it.  I just tried it on a B4.  I loaded up all the external USB
 ports with mass storage devices, booted build 612 (under q2c28d) from
 NAND, and typed "reboot".  It came back up fine; no USB issues.
