Comment:

 Per agreement with Michail/Jim/Kim:

 We have agreed that we are going to use beacons as a response to probes
 only (by default) and provide controls of the beaconing behavior in the
 driver.
 The beacons are not going to solve the MPP vs XS identification issue, we
 have agreed that we should use different anycast addresses.

 Closing this issue for now. Please feel free to re-open this if it needs
 more work and/or explanation.
