Comment(by Eben):

 We need three alerts: one when initiating a download, one when a download
 finishes, and one when closing the instance while downloads are in
 progress. This ticket is for the last of these, but the other alerts
 should really go in at the same time to make the download system work.
 They are covered by #3797.

 Here is the spec for the alert:

  - Title: " <n> Download(s) in progress"
  - Description: "Stopping now will cancel your download(s)"
  - Buttons: [Cancel, Show, Stop]

 Obviously ''n'' represents the number of downloads initiated in the
 current Browse session (not all sessions). The "s" in perens should be
 added dynamically when creating the alert, not statically as above. The
 buttons should be fairly obvious, but they stop the activity (implicitly
 canceling the current downloads, in the future pausing instead), show the
 download(s) in the Journal (can we apply a filter to reveal them all?),
 and cancel the Stop action, dismissing the alert and leaving the session
 open as it was.
