Comment:

 I'm seeing this in Build 613 (pre-built VM on VirtualBox)

 Specifically:

  * Cannot paste into a web form after copying / cutting from the web form.
  * Can copy / cut from web form to Write.
  * Cannot copy / cut text back from Write into web form.

 I checked, and the fix listed above *is* in
 /usr/share/sugar/shell/view/frame/clipboardpanelwindow.py.
