 we want a clean way to determine what libraries and feeds are available.
 Once a webserver is available on the xo, we should have an interface for
 browsing repositories that shows what collections are available, rather
 than static links that may not resolve.

 this should point to / pull an index from a schoolserver if available; and
 from configurable servers on the internet if available.  note that either
 of these may be available in the absence of the other.  this supercedes
 #1213 as the way of finding material.
