With build 612, we put the UL warning on the screen and then freeze the
DCON during the shutdown process. Shutdown should then take a few seconds
to unmount filesystems, etc, and then poweroff the machine.

In actual practice, I occasionally see garbage on the screen (completely
filled with random pixels) instead of the expected UL warning, and the
machine fails to poweroff after the expected delay.

It appears that the DCON freeze is corrupting at least the contents of the
DCON buffer, possibly enough of main memory to crash the shutdown process.
